Jonathan Robert Cepican Jonathan Robert Cepican died March 13, 2005, of respiratory failure at age 23. Mr. Cepican was born Dec. 21, 1981, in Williams Air Force Base, Ariz. He had lived in the Portland area intermittently and also in Gaston, Ind. Survivors include his mother, Janice Scroggins; brother, Jerry; and grandparents, Robert and Helen Scroggins and Elsie Cepican.
